Prep as a Shortage - over/under payment
There have been many reported issues regarding shortage area pay when working prep periods. If you are having an issue receiving payment or have received an overpayment notice, please complete the attached inquiry form. Fill out all requested information and attach all necessary documentation that supports this inquiry. Documentation should include a copy of your scheduled with the additional periods highlighted, any overpayment notices you may have received, and email communication you have had with the DOE regarding this issue. Be specific about the time frames in question and include any communications you have with the school/payroll secretary/supervisor regarding this issue.

Medicaid Differential
Eligible speech providers receive the medicaid differential for completing referrals in SESIS for each student on your caseload. The medicaid differential is added once to your base salary and will increase with salary increases.

Who is eligible for the Medicaid Differential?
You must have your masters in Speech Language Pathology as well as the Teacher of Students with Speech and Language Disabilities (TSSLD).
What do I need to do to obtain the Medicaid Differential?
You have a NPI number, NYS Speech License number, Medicaid number and enter the information into NYCAPS.
Medicaid Per Session
All speech providers are entitled to 10 hours per year to complete SESIS work. You can not submit hours on federal holidays or between midnight and 6am.
If you have a caseload over 30 (which DOE usually determines in late February) then you will be allowed to submit for an additional 10 hours.

License Reimbursement
All speech providers are entitled to NYS License Reimbursement. DOE makes the payments a few times a year. Once you pay your fee to NYS, then enter the new date into NYCAPS. Payment usually takes 6-8 months after your expiration date (not the date you paid). You can email UFT speech chapter leader if you have not received payment, in the email make sure to include your name, date your license expired and your file number.
Prep as a Shortage
When your school has unserved students you have the right to work your prep. You do not have to work your prep if you do not want to. You will provided services to those students for the duration of your prep period even if longer than the duration stated on the IEP. Make sure you have permission to begin to work prep as a shortage in writing from your speech supervisor. If you do not work all 5 preps your pay will be prorated.

TRAC
If you do not receive your TRAC payments within 3 months of submitting the form, file a payroll grievance.
Digital classroom
All Speech Providers that provide therapy to students are entitled to the Digital Classroom payment, $225.
You must be on payroll by Sept 30 to receive the payment automatically. If you come on payroll after Sept 30th then you need to submit a per session time sheet to your payroll secretary.
You are required to have all students on your caseload entered into the google classroom, with materials for an emergency closure.
